Assuming we mean the U.S.A. here (not everybody comes from there you know), I would say yes. Having spent quite a lot of time there, and having heard so many Americans talk with pride about how free they are and what low taxes they pay compared to Europeans, I was astounded at the number of petty taxes and constraints Americans live under which would be unacceptable in most countries. Two things which come to mind are mandatory drug testing for many jobs, and the cost of health insurance (in Britain and many other countries we get healthcare far more cheaply through our taxes; I believe the U.S. spends more than twice as much per capita on healthcare and still has a large minority of people with no coverage). Property taxes also seem very high in relation to the level of services provided.

No, each law has appeared because of someone who couldn't regulate themselves or a company that couldn't regulate itself.

Here in USA, I agree that we are over legislated. And over regulated.
