Where and how can you get the Pokemon Celebi, in Pokemon Silver/Crystal/Gold version?

I believe that Celebi is the Mew of the newer generation of pokemon games. Mew was never in a game that I know of, for the only cases when a Mew was allowed to be "caught" was when it was given away to the winner of a special sweepstakes. I have to believe that there was a similar sweepstakes that allowed the winner to win a Celebi.

@avid mew was catchable as a wild pokemon in the cave that mewtwo was in.

You had to go to a nintendo event and get an item called the GS ball. Put that in the shrine in Celebi's forest and a level 5 celebi appears. Or if you know someone that has the gs ball, do a mystery gift with them and you should get the gs ball. As far as I know the only other way to get him is to hack the game. @Ben Mew was catchable in the games, but only as a glitch. He didn't appear in the wild or anything.
