I think it's spite, vindicitiveness, and people who are too ignorant to understand that there is a difference between a disagreement of opinion (perfectly fine) and "unhelpful." The latter is the only thing that warrants a DR per AB's rules.

I can only answer for myself. I award negative points if the answer is factually incorrect. If it's an opinion question, I rarely award negative points unless the answer is abusive in someway.

I rarely ever down-rate. Gosh, all of your options are negative. What about the answer is wrong? Or a lie? Or inflammatory. There are GOOD reasons, too, to down-rate, if you are so inclined.
