I'd say not very oftern, unless they have something very stressful on their mind, and they are trying to use "making out" as a way to not think about the problem.

I've cried after making love before, simply due to the emotional release I feel. I feel loved and sexy, so that's why I have. I know that sounds pathetic, but there it is. But I've never cried while making out.

Ive never heard of anyone crying while making love. Though I did the first time - not beacuse of some emotional connection but because it hurt like hell.

Only a few times while making love, when the emotional overload and subsequent emotional release was so great that all I could do was cry. It was crying for joy. A feeling of complete acceptance and love. And such gratitude for the feeling of safety. Pure joy.
