Well the link in my question is blown and for some odd reason I can't edit my own question - go figure! you see us in the "mormon church" believe in continuing revelation we also believe the leaders have stewardship over the church and its policies so it doesn't need to say you have to pay a full tithe to enter the temple.

Malachi (Mal.) 3:8 8 Will a man rob God? Yet ye have robbed me. But ye say, Wherein have we robbed thee? In tithes and offerings. 9 Ye are cursed with a curse: for ye have robbed me, even this whole nation. While the temple is not mentioned here, clearly God considers "tithes and offerings" a serious matter.
