Excellent question. I would say as few as possible. Responsility implies control and loss of personal freedom. The government should be responsible for fascilitating us doing together what we cannot do alone or for ourselves and should provide a safety net for those who fall through all other cracks. Too much government help enslaves people. In terms of social services, government involvement in the lives of people should be as local as possible and aid largely disbursed through locally controlled, community-based non-profit organizations.
