  • It depends. They are less safe if they are plugged directly into their cable or dsl modem than if they have a router. With a router they have to open a port through it to be seen from the internet side of the router. Second, do they have a firewall turned on? If so and the firewall is set-up correctly, you won't be able to get in without their permission. There are reasons to expose a home computer to the internet and many different ways to do so and prevent others from accessing your pc--so you need to explain what you'd like to do and ask if that's possible.
  • As has been pointed out, an IP address can point to a router rather than directly to the PC. Beyond that however, it depends what programs they're running and what OS they have. The more "server" programs that are running, the more likely it is that one or more of them have a weakness that can be exploited. Windows is notorious, partly because there are server programs that can't easily be turned off, like shared folders and printers. If it has IIS or SQL Server installed it gets worse. Also, People who use weak passwords can render any system vulnerable.
