Because "Smart Ass" could also mean a 'smartly dressed' ass...in which case it has more to do with it looking good than knowledgeable ;)

Smart ass is a person whereas the other means a body part!

Ass refers to the animal (like a donkey). They are notoriously stubborn or stupid in their ignorance to other points of view. A smart ass is a non sequitur (logical opposites). An intelligent stupid thing, if you will.
