To the park! Or to museums (if they are free - there are a lot of free museums here in UK) problem is - it is winter! And inexpensive things tend to be outdoors.. wrap up warm and go play frisbee in the park!

then i would say a park or lake picnic would be a good idea, i know its to cold for swimming but just being near the water is nice. especially at sunset

A picnic with food from home in the park. Sliding down a hill in the winter. Hanging out on the beach in the summer. Going for a hike. Visiting free local stuff. Some mueseums touristy things are free.

Depends what the weather's like where you are. If it's fine, a trip to the park; if not, museums etc. are usually free (at least in the UK they are). Have a good time!

Star gazing. Have the children find the constellations (they usually will enjoy this in the younger years) If you have other families as friends, have a board game night, where you take turns at each others houses. It can be even more festive with a different theme each week, with different recipies and the games involved. (I know this is still inside, but its pretty fun and something different.) :)
