A dat file can also be an mpeg file for VCD/SVCD
If the filesize is large enough to fit on a 700mb CDROM, then chances are its a VCD.
You can change the extension to .mpg or simply try reading it via a media player (windows media player, VLC Player...etc)
DAT is a widely used format, that is used for very different things. There's no specific way to opening them.
A very common use is to store binary data for a program (like records, names...).
