one key is to spend money upfront. don't look for the cheapest but best model - be prepared to spend $12-15K. if you buy something cheap, then figure to invest a little more repairing it, you might invest a lot more than you planned. but if you go ahead and get a newer model and spend some money on it, you may luck out and not need to do any repairs at all, or very few. my car is a 2000 toyota corolla. i got it used in 2003 for about $13k. it has amazing gas milage, and i haven't had to do anything to it except routine maintenance. a friend, however, spent about $4k on a mustang, and it doesn't run anymore. they spent probably another $15k trying to repair it.

Most brands offer certified used vehicles. These have been inspected and come with a warranty. I purchased a 3 year old $35,000 US car with 23,000 miles on it for $15,000 this way. It came with a warranty that covered everything for 90 days including a rental car.
