The file you are opening is not excel.Search for other extensions.

If you know that the file is definitely an Excel file and you have opened it before it has become corrupted. If you have never opened it before the fact that it has a .xls file name extension doesn't prove that it is an Excel file. Rather than trying to open it, you could try importing it into a blank Excel workbook.

Call IT and ask them to restore the file from an earlier known "good" date on their nightly backups. If it's your own file on your own local hard drive and you don't have your own backup, just have yourself a good cry and then get down to business re-creating the thing.
