Once I rate a question helpful, I can't change the rating to neutral. Its either helpful or not helpful. Shouldn't such an option be there?

YES it would, but it isn't necessary. Other readers hopefully think for themselves regardless of rating. Personally, I leave a comment that I made a mistake and leave a correct impression of the answer. Then, I check the persons activity and locate an answer or question of theirs and go to that question. If it is adequate, I leave a comment that I am leaving some compensation points here to payback for my error. If all this sound like OCD, it is!

There is such an option. Don't rate the question at all. Just because it is there, doesn't mean you have to hand it a rating. Leaving a question unrated is EXACTLY the same as a neutral rating.
