No, they don't read cards they read people, and make generalised statemets and watch you for your reaction to them.... the reason they hold your hands is so they can feel you respond.

I read Tarot Cards, and when I have someone read for me, I choose that person carefully. I make sure that I get a reputable reader. When I am sitting with someone, it's easy to tell whether or not they are genuine. I place greater trust in those I feel have a clear energy about them.

Not every tarot card reader can be believed, but my Hubby has been a tarot card reader for over 30 years, and he can be believed. He predicted all of his sister's children, time and sex, and has been correct in the majority of his readings.

I would certainly take what they say into consideration. their experience is but a brief view of the future at they see it for that moment in time.

It depends on who does the reading? Is tarot an effective form of divination? - Yes Has everyone mastered the skill? - No If you get a reading from a fake, a fluffy, or a scammer, you're not going to get anything true because they are most likely not putting the correct energy and intent into the cards (if they are putting any into it at all). However, even a novice, with the right force and intent can divulge several things as long as they can read what the cards are saying - both on the surface and in depth.
