What does (did) Neil Young mean by "Look at Mother Nature on the run in the nineteen seventies."

    I think he is talking about how man is ruining the planet, aka Mother Nature. She is on the run from us.

    Immediately following that line he sings, "I was lyin’ in a burned-out basement
    With the full moon in my eyes.
    I was hopin’ for replacement
    When the sun burst through the sky."

    It conjures images of a man laying in what's left of a ruined civilization, wishing that the damage to the earth could be undone- but it isn't. The sun bursts through the sky (which I assume is a reference to the end of the world.)

    The song is full of imagery related to nature (the breeze, the moon, the tree) which is in contrast to the other descriptions such as a yellow haze and burned out buildings.
