All taxi drivers in the UK are licensed by the local licensing authority at the Town Hall. There are two types of Taxi, The Hackney Cab, and the Private Hire Vehicle (PHV).
All taxi's have to abide by a code of conduct and if you have a complaint that the taxi driver took you a long way round to bump up the fare, you should complain in person to your local license office.Tell them where you were picked up from and where you wanted to go.Never complain to the firms taxi office or they will most probably fob you off.
So i got in a taxi with a driver who had roaring red eyes, was fidgety and would NOT stop talking.

I have been told that some taxi drivers down south overcharge tourists.

I was clearly not a tourist but was returning from a party, i think the taxi driver mis-judged how drunk i was! I asked for a receipt though and got one so that should go a long way in helping.
