You need to prioritize before you start. Make a list of the things that you need to accomplish for the day, and then choose which of those things are most important. Leave space next to each goal so you can rate it. If something absolutely has to get done today, put "1" or "A" by it. If it can wait, but you should start soon, put "2" or "B" by it. If it's really not that important yet, but you would like to get to it, put "3" or "C" by it. When you look at your list, discipline yourself to do the most important tasks first - the others can wait! Make sure you plan short breaks in your study time, or else you will end up staring at a book while thinking of something completely different. If you really like organizing, or doing your other little tasks, perhaps they can be some of your breaks. Just make sure to keep it short so those things don't become your focus. Also, you can plan times to do the little tasks that are bothering you. You can decide that you will spend 10 minutes cleaning your desk today, and you will wait to organize your sock drawer until tomorrow. That way you won't get caught going from little task to little task and skipping the things that are really important. If you are still having trouble, you could try to get someone to check on you every so often. If you know that someone is going to come in to ask how much homework you have gotten done, you will be more motivated to work on it rather than everything else. Depending on the noise and distractions in your house, you could also go study in another room where you won't be thinking about the things you could be organizing. It's hard not to do your homework when you're in a room with people that will see everything you do.
