I sell vintage fashion on ebay too so i'll help ya. It means that the bodice section (the part at the top that goes around your boobs and waist) has thick strong wire sewn into the seams to made it stiff and hold it up in place. It does give the illusion of a smaller waist line. Hope that helped. Nice dress by the way
