G'day Makemyday, Thank you for your question. Kissing in the rain is romantic as long as you are indoors listening to the rain on the roof while making out with your partner. You feel so good to be dry and comfortable when it is raining cats and dogs outside. I don't like getting wet while making out - at least not from rain. If its a hot tub or shower, thats a different thing. Regards

My wife & I enjoy kissing in the rain,snow,wet,dry,Hot or Cold, it doesnt make a diff,If you really truly love the person you are kissing then every place can be romantic.If you dont really truly love them then maybe it can just be exciting, but for me no matter what or where it is, with my wife, I enjoy myself and can be responsive to her wants & needs.
