  • If I understand you correctly, the image you're using is not being used as the page background because if it was then anything you insert in the page will be over the image. Most probably you inserted it as a normal image, that's why you can insert tables above it and below it. If you want to achieve what you want, I suggest that you remove the image, insert a table where you want it and then set the image as the background for that table. I don't know if this is the result you're looking for but it achieves what you described. Post a comment if I misunderstood what you want.
