Liposuction is a real operation that must be performed in an operating room. If you look at it that way, anyone could perform it with a doctor telling them exactly what to do. I don't think it would be allowed though.

No, a paramedic is trained to keep you alive until you reach a hospital. They do not treat patients or preform surgery. In certain cases and under certain circumstances they can administer some drugs under doctors orders while in route to the hospital
