My friends came home last night to find their downstairs neighbor in their apartment, trashing it and screaming nonsense about it being messy, etc... they called the police and pressed charges for trespassing. This morning they called the apartment complex manager to file a complaint and were told that nothing could be done. I find this hard to believe, there has to be something they can do about this woman. What's the next step my friends should take in this situation?

It sounds like they did what could be done. When someone commits a crime against you, you call the police. What "next step" do you have in mind? If there is damage as a result of the break-in, you could certainly sue to recover the damages. But what more do you want?
