Actually, there are a number of processes involved here. The first is evaporation. This is the process by which a liquid turns into a gas. Once the water is in the atmosphere as a gas, we then need to turn it back into a liquid again in order to create clouds. This is usually accomplished by some method of cooling. As air cools, its capacity to hold water decreases. When the capacity drops so low that it can no longer hold all the water that is in it, then the water starts to condense to form tiny, liquid droplets. These are what make up the clouds.
