I have never heard this, but as many cats, including Persian, as I have had over the years surely I would have at least gotten sick if this were true. It's probably like the old wive's tale of cats stealing a baby's breath.

Cats love to snuggle down somewhere warm, and when hard prams were sold in the UK, so were 'cat nets' to cover them. A loving family pet could easily sleep on the baby (as they would on another person's lap or chest) and cause suffocation. Because of this a whole lot of fuss and bother superstition has built up around keeping cats way from babies and especially away from their faces. If you are going to be allergic to cats, however, its possible a long hair would cause you more irritation than a short one.
