  • It depends on your definition of a civilized society. The govenors of Singapore have an entirely different view of this that the folks who govern someplace like Nicaragua. Singapore has a per capita income which is probably 20 times that of Nicaragua and it is much more evenly distributed, yet people there are less likely to smile (in public), go body surffing or lie in the sun in the middle of the work day. Some would say the citizens of one country are a wasted resource and deserve better. I'll leave it to you to identify which is which. Interestingly, I suspect the life expectancy (survival) is longer in Nicaragua than Sinagapore, though the health care system in Singapore is vastly superior.
