Yeah they're always around, most of the "voo-doos"(59 chevys) can be low riders you just have to snag them and check them.

The hard way: There is a car impound at the three big police stations in each city, but BE WARNED, you might get a three star wanted level if you trigger the alarm. And cops hide everywhere. For example there are two cops in a parked car in the SFPD car impound. NOTE: Your car may not be at the impound sometimes. Enter at your own risk. The easy way...(and sometimes the most time consuming way) : Go to Los Santos - the city of lowriders. Lowriders spawn in the other cities too, but I think they appear more often in Los Santos.
