it probably depends on the age differences. a 14 year old molesting a 6 year old is still considered moletsing. If you mean if two 10 years old's experiment then it is not.

I feel it depends on how far the "experimenting," went. IF there is simple petting or penetration of any kind then it is really out of your hands. But remember that child abuse can be served on the parent if they do not report their knowledge!
