Ground-effect lighting, like the kind you describe, was not allowed on motor vehicles driving on Texas roads the last time I looked at the issue (about 5 years ago). If the vehicle is not for road use, like a show car, you can have whatever you want on it wherever you want to put it. IIRC, Texas DPS found that ground-effect lighting interfered with general traffic safety as it was a distraction.
