In many cases, it can. Marcel Duchamp gave one definition of art and said it is based on 50% contribution by the beholder.
Yet I think that without a convincing form, art cannot exist.
I would say that in this case it was the appreciation of the art that was impacted by the context. I'm sure that the art he produced was fantastic, but it fell on the ears of people who were unable to appreciate what it was.
Another point to consider here is illustrated by the story of the Emperors New Clothes.
