The tissues surrounding your eyes can absorb the tears and swell. The irritation caused by either the excessive wetting or by the environmental factors that cause the tears can also lead to an immune reaction with increased redness and swelling of the eyelids and surrounding tissues. The eyeballs do not swell however as they are being constantly bathed in a tear layer and are already isotonic to this solution.
