I think it's an expression of excitement. Maybe like "Wow!"

American Heritage Dictionary of the English Language says it may be from Arabic wallah ("by God"). That sort of makes sense as arabs and spanish lived side by side within Spain. Many people are unaware how much influence arabs had in parts of Spain.

It's an expression, to denote approval and encouragement. It is very much used in bullfighting, for example.
