Will consuming alcohol prior to having blood drawn affect the outcome of an HIV or STI antibody test?

No. They are testing for antibodies, which are not affected by the amount of alcohol you ingest. In order to skew the test results you would have to drink a more-than-fatal amount of alcohol, in which case HIV and STI becomes a non-issue. And even then it would not affect the antibodies in your blood.
