Actually it does not. The hypothesis was developed from observation of fetal development in various animals. From single cell to fishlike (tailed), to lizardlike, to rodentlike, to moneylike, to human baby. this made it appear there vas a correspondence between individual development and evolutionary species development. But it never fit particularly well. for example the human head is comparatively huge from the earliest fetal stages, there is never anything comparable to gills, limbs appear too soon in the sequence, etc. It was a pretty and evocative paradigm, but it fell short as a scientific theory.
