Check the fuses in both the engine compartment and cab, but if nothing is blown, there's three options, the switch could be bad, the shift module could have gone bad, but ford is notorious for shift motors going out in extreme cold weather. The shift motor is located on the transfer case and you can try tapping it with a hammer just as you would tap a bad starter solenoid to engage it, but it might not engage still.
