Drugs are legal in every country I can think of. There are thousands of drugs, ranging from paracetamol to heroin. It's impossible to generalise on such a huge scale.

Certainly some illicit drugs are legal in the Netherlands and I believe Portugal has just legalized a few drugs to try and curb the crime generated from the struggle for markets not to mention the financial strain on policing, courts and maintaining jails and prisoners. Prohibition of anything is inherantly dumb, it's never worked in all our known history. You don't prohibit, you look for the root causes for illicit drug use and work on those. Like prostitution, drugs will never disappear so legalize them, take the money out of the bad guys's hands, and use some of it to work on the root causes and education. There are many more advantages, too many to list here.
