I would wear my ski sox inside Polarguard insulated soft boots inside rubber boots. Above that I would wear my thermal underwear under an insulated ski jumper. For my upper body I could wear a thermal undershirt under a ski sweater under my hooded down jacket. The jacket by itself is good for temperatures down to -65º F. Under the hood I'd wear a wool ski mask. I'd also wear ski goggles over the ski mask. On my hands I'd wear internal liner gloves with wool gloves on the outside. I estimate that I could withstand temp's down to about -80º with all that. I've accumulated all that cold-weather clothing as a result of doing high-altitude winter backpacking and skiing. I think my only limitation would be how much cold my face and respiratory passages could withstand.

Reading the answers, I realize you mean 15f, not 15c...I was going to say...wear a long sleeved shirt if the breeze feels cool?

I don't double up... I put on thick layers of clothing, for example: wifebeater, short/long sleeve shirt, 2 hoodies (thick ones), and a jacket.

Warm socks, long johns, (top and bottom), t-shirt, long sleeve shirt, coat, hat, gloves, insulated waterproof boots. If I'm going to be in snow, waterproof insulated outer pants. I'm assuming working or playing outside? That would be a little ridiculous for going to the store.
