It sounds like it means that you have tried to spend more money than the card held, and if your online purchases were through it, they have "held" or cancelled them, since you have not paid for them. Think of trying to use more money than the card holds as bouncing a check, except maybe the sellers (and you) are a bit more protected, as 1) they haven't released the product to you, so don't really have to worry about prosecuting you to get the money (and usually a penalty), and 2) you don't get those products, and have to figure out where to come up with the money to pay for them OR be prosecuted (and probably fined, and possibly jailed).
