  • The decision is a combination of things: 1) Cost. Sometimes getting the license to use one song costs more than another and it is evaluated as to whether the cost of a particular song will boost the sales of the final product enough to be worth it. 2) Availability. Sometimes the rights to all of an artist's songs are not all owned by the same entity. 3) Demand. This involves several factors as well, but in a nutshell; what songs of the artist were most popular in the past and/or now.
