It depends on what you're connecting on each end. If you're trying to hook up an old-style computer monitor (one that uses RS-232 serial communications), then just hooking each pin to it's corresponding pin on the opposite end should be adequate so that you can plug it into a PC serial port. If you have some other device, you need to know how that device is wired and which control signals it uses. Unfortunately, back in the days when RS-232 was popular, there were many different ways of using it. A lot of devices just used the SEND and RECEIVE (pins 2 and 3) and ground, but some expected the signalling lines like DTR and CTS to be set or controlled in particular ways. RS-232 was a bit of a nightmare. I'm glad it's gone. Why are you messing with it still?? :)
