Firstly time is a concept which doesn't need to exist unless there is something whihc requires it (us). Secondly, why do we have to be expanding into anything?

Well, the idea of there being no time at the beginning is based upon the idea of infinite density, and no spatial or time dimensions. And I don't think it's ever been proved that the Universe was infinitely dense at one point; it's just speculation based upon evidence that we see today that the Universe is expanding at a certain rate, and then projecting backward to the beginning. In fact, I think there's reason to believe that infinite density may not be possible. Two quarks, for example, are not allowed to occupy the same location and spin at the same time, which limits how tightly you can pack them. There may be similar principles at work in more highly degenerate matter (inside of black holes for example) which keeps matter from collapsing completely to a singularity. No one really knows, though. As far as the other other question of what we are expanding into, the current theories from the mathematicians and physicists is that either our 3-dimensional space in expanding into a 4 or more-dimensional "bulk", or that our 3 dimensions are simply expanding on their own without need for them to expand "into something" such as another dimension. It's a bit hard to grasp, but there are some analogies that can be used (but even they are sort of confusing). The main one that is used is that of an expanding balloon, where all the points on the surface of the balloon represent stars. As the balloon inflates, the points on the surface expand away from each other. The surface of the balloon is a 2-D universe (even though a balloon is 3-D.. this is the confusing part). It is 2-D in the sense that every point on the surface of the balloon can be described with just two coordinates. Just as we give a longitude and latitude for every point on Earth, even though the Earth is 3D. In this analogy, the third dimension doesn't really exist... all that exists is the 2 dimensions of the surface. As this surface expands, the points get farther and farther from each other. If these were stars, this stretching of the space would cause a doppler red-shift of the light we see, because the expanding space makes it appear that the other stars are moving away from us. This is not a very complete or crystal clear explanation, but I hope it helped a little.

Time needs something to act upon, such as energy or matter. Unless either of those predated the universe, time can't exist.
