It's to attract the girl's attention. For those women who put up with such nonsense, it should be noted that the same kind of call is used for canines.

I have never whistled at a girl I didn't know. It's trashy and rude. But, to answer your question, I would say it's because the guy is attracted to the girl and is trying to get their attention. Though, usually the guy doing the whistling won't do anything other than that...

Mostly that happens when guys are together in a group .. not sure but I think it makes them appear macho to the rest of the guys.
