  • I would say they're not. Outlines are tools for note taking. Notes are not useful when too cumbersome. Full sentences become heavy and time consuming. Notes need to be quick and short.
  • The only time I would consider full sentences in an outline is in the case of a quote.
  • They are not if it's for public speaking. Outlines are superior for speaking in your own words, keeping eye contact with your audience and sounding like you really know your information, that it is firmly in your mind and you know what you speak about.
