Alchohol inhibits the release of your Anti Diuretic Hormone, the hormone that keeps you from peeing all the time. When you drink, this hormone doesn't get released so you pee more and that causes dehydration. Your Cerebral Spinal Fluid, the fluid that bathes your brain and spinal cord gets low too so that's why you feel really thirsty after drinking alcohol. Most hangovers are causes by you peeing all the fluid out of your body.

Water is non-alcoholic by nature, therefore it doesn't get you as drunk as water with alcohol in it. The best way to get drunker than sober is to increase the alcohol to water ratio. The more alcohol that is in the water, the more drunker you get, therefore, the more dehydrated the body gets due to the ratiology.
