It doesn't. It's like some strange Venn Diagram. You reach 25 (ratings, of course, not points). You max out for that user. You can't give more points within that 7 days after that 25 is reached. You can keep giving points until you reach the max again as a bit more time goes by and more ratings become available to you.

Yes. This is not really fair as one gives points to those who take the care to answer your questions and therefore deserve the points.
