Here's the answer I posted on Oct. 4, 2004: It's a "road striping machine" or a "line striping machine." "On March 15, 1994, William Hartman was issued a patent for a method and apparatus for painting highway markings - the stripes etc." SOURCE: http://inventors.about.com/library/inventors/blasphalt.htm and SOURCE: http://inventors.about.com/library/bl/cal/blmarch.htm ...but I've seen striping machines for many years before 1994. I can remember in the 1950's that a man would sit on the back of a little cart and paint the lines by hand. But that hasn't been done for a very long time. My conclusion: this Hartman guy got smart and patented something that had been around for a while. If anyone knows more, please comment.
