Yes. As long as you've not released your touch on the Queen-but you must move your Queen.That had to occur as soon as you touched it,assuming there is a legal move that yoy can make with it.

Until they take their hand off the piece the move is not "set". Therefore they can move the queen to a different square. Saying check is irrelevant. They do of course still have to move the queen - provided they can do a legal move with it.

Under FIDE rules a move is not completed until the player's hand has released the piece. Also, declaring a check is not obligatory, merely polite.
