Has anyone broken the law in outer-space? Are their any laws that apply only to outer space?

i dont think there would be any laws up there, since no one would be up there to break them. maybe some thing like it against space law to mess with another countries satallight or something like that.

What is a law? It is a description of behavior that the government will punish. There is no government in space, and without enforcement there is no law. However, some countries will punish citizens for breaking home country laws while out of the home country. For instance, Americans can be prosecuted for sex-tourism. I suppose you could consider the spaceship to be an extension of the mother country's soil.
