First of all, you can divide the consideration into the personal level, and a more objective, social, cultural, historical etc. level. On a personal level, what counts most in my opinion is the actual impact of the work. It is great if it touches your emotion, if you enjoy it or if you feel it is made with a great sense of accomplishment. On the levels beyond the personal - which can also be seen as personal taste - several other criteria come into play. It is important to have an exact knowledge and documentation of the work. Was it made by a professional artist? Is he famous? Has the work been exhibited or published? In the context of an artist's oeuvre, is the work important or just a little thing made on the side? Are other works by this artist present in important museum or private collections? As you can see, it is a wide field.
