Because he's not wearing a shirt. The law of cartoons says the character who normally wears clothes, whether covering the top or bottom, must always wear something or they will appear to be nude. We just can't have nude ducks running around, now can we? P.S. Aren't duck's feather water repellent? He wouldn't have to dry off anyway...
