They will think in the language of the culture that they live in. If they live in the US, they will think in the language of this nation... same for France, Egypt, Cambodia... any other language. Language is not just word you can hear, but it's the little ways that people do things.. the small customs, foods, behaviors and habits of a culture. Deaf people can pick all this up without having to hear.

They may also think visually as they consider how to stack blocks. Or they may think in math symbols and numbers.

I am not an expert on the hearing impaired, but it seems pretty logical that they would think in the same language that they learned when they were taught to read. Just because they can't hear, doesn't mean they can't read.
